Engine Script Console — chart + discovery unified (internal-only)

This console UNIFIES the Chart Acquisition (F2) and Partner Discovery (F9) script engines side-by-side. It SURFACEA (links to) each engine's pool state, its canary 5%/24h policy, and its kill-switch per-strategy — it does not re-create them. Every card is read-only and admin-only; the RBAC panel-guard denies non-admins server-side. The Partner Discovery engine is internal-only and never exposed externally.
