HITL inbox — the exception queue (internal-only)

This is the SINGLE exception queue. The happy path (the automatic Mirror delivery after the contractual window) is AUTOMATIC — there is no approval-gate and no "approve delivery" here; the admin is never an approval-gate on the happy path. Only the 8 canonical exceptions enter. The admin's power is a RETROACTIVE veto (regenerate / replace / extend / revoke-compensate). This is the MINIMAL inbox — the Customer 360 and the full audit-trail UI are F11.5 / F12. The queue is handled in the order it arrived; we reply as soon as we can.
